What would be the best adhesive to apply scrapbooking paper to a chest?

I am making a memory type chest for my lil brother who just passed away and i would like to know what the best adhesive would be to use that will last the longest. The chest seams to have a glossy coating on it if that helps. What would be the best adhesive to apply scrapbooking paper to a chest?
decoupage would probably be the best thing to use. I recently glued scrapbook paper to a wood block- I just used a glue stick to stick it in place, then I brushed elmer's white glue over the top of it to seal it down. It seems to have worked very well. I did about 4-5 coats of glue, letting the block dry between each coat. It created a glossy finish. I'm very pleased with the final results. Decoupage is better quality, I'm sure, and better than white glue, but the glue worked just fine for me. What would be the best adhesive to apply scrapbooking paper to a chest?
I would probably say that you should use a decoupage adhesive (like modge podge) The thing is, you might have to take down the finish in order for any adhesive to work correctly.
You can try Ranger's glossy accent. It works as a glue (really tough!) and also a clear gloss medium to embellish and protect your work.
