What is the best adhesive for wallpaper border?

We are putting border up in the kitchen. The previous tenants had a wallpaper border that was barely adhered to the wall - peeled right off by hand. Under that we found a smaller, older border that is ripped in many places and painted over with semi-gloss paint in others. The new border is prepasted, but recommends vinyl-on-vinyl adhesive if it's being applied over another wallcovering.

Should I just use water, get vinyl on vinyl adhesive, or use something else? I want it to look nice and not fall off the wall! What is the best adhesive for wallpaper border?
I don't understand your question. If you are putting the border directly on the wall, just use the water dip method. If you are putting the border over a vinyl wallpaper, use vinyl-vinyl paste. If you are putting it over semigloss paint, I would suggest the vinyl-vinyl paste, but It will be REALLY tough to remove.

Why not just stencil a pretty border? There are SO many available. What is the best adhesive for wallpaper border?
use extra strong wallpaper adhesive and add pva glue ratio 50/50
